Junk Vehicle Program

Vehicles, including motorcycles and mopeds, left on the side of the road aren’t just unsightly, unhealthy and unnecessary. They take up parking spaces, hurt the environment and are illegal.  If your old, unused vehicle, motorcyle or moped is rusting away in your driveway or yard — tow it, don’t stow it! 

Do your part to help keep Oahu clean by using the city’s junk vehicle program — it’s easy and free! Follow a few simple steps and the city will tow away a vehicle, motorcycle or moped for free!
  1. Download and complete a City and County of Honolulu form for junking a vehicle.
  2. Remove the vehicle license plates.
  3. Make an AlohaQ appointment at any satellite city hall to submit the completed form, license plates, and title papers to have your vehicle, motorcycle or moped processed for junking.
  4. Follow the directions provided to you at that time and the vehicle, motorcycle or moped will be picked up and processed for disposal at no cost to the owner.

Please note that junking a vehicle, motorcycle or moped will not relieve you of any financial responsibility such as vehicle loans, citations or criminal charges.

I have a junked...

For a junked vehicle to be towed, it must be:
  • Free of debris and rubbish;
  • Parked on property owned by the applicant or legally parked on a public street or property;
  • Easily accessible for a tow truck; and
  • Have at least two inflated tires on the end which is accessible to the tow truck.

  • Additional instructions specific to junking a motorcycle or moped will be provided during your “processing for junking” appointment.
  1. Every month, hundreds of vehicles are towed from public roadways for the following reasons: 
  • Abandoned more than 24 hours (parked in the same place for more than 24 hours without the vehicle being moved);
  • Parked illegally or in such a way that creates a traffic or safety hazard;
  • Expired registration, safety check and/or no insurance;
  • Used in a crime (e.g., DUI);
  • Not operational after an accident; or
  • Stolen, stripped down and discarded.

2. Under the Unclaimed Vehicle Program, the city will auction towed vehicles that remain unclaimed after the time allotted by the city in its Notification of Unclaimed Vehicle in Custody letter; however, the city allows 60 days for active-duty service members to claim a POV before seeking an order authorizing the city to auction the unclaimed POV.

3. To claim your towed POV:

  • If you received a Notification of Unclaimed Vehicle in Custody letter, call the phone number on the letter to locate and claim your POV.
  • Pay the towing and storage charges to claim your POV.
  • If you are deployed or temporarily reassigned off the island, have your representative under a power of attorney call the phone number on the Notification of Unclaimed Vehicle in Custody letter to locate and claim your POV.
  • Make sure that your representative brings a copy of the power of attorney, identification confirming that he/she is the designated representative in the power of attorney, and sufficient funds to pay the towing and storage charges to claim your POV.
  • Contact Motor Vehicle Control at (808) 768-2530 or by email at mvc@honolulu.gov if you have any questions or encounter a problem claiming your vehicle.

4. If you do not want your towed POV, or if you no longer own your POV but it is still registered in your name:

  • Execute a Waiver of Rights and Protections Afforded under the Service members Civil Relief Act (SCRA Waiver). An SCRA Waiver form is available online.
  • Email the completed SCRA Waiver to mvc@honolulu.gov.
