February 24, 2023

Public input can be provided via email through March 28, 2023, or in person at an open house on March 15, 2023. Details provided below.

The U.S. Geological Survey (USGS) is proposing to construct a facility on 6.8 acres of State-owned land in Hilo. The USGS facility will replace the USGS Hawaiian Volcano Observatory (HVO) whose existing buildings in Hawai‘i Volcanoes National Park were irreparably damaged by the 2018 Kīlauea eruption. The facility will also be the new home of the USGS Pacific Island Ecosystems Research Center (PIERC), currently located in Hawai‘i Volcanoes National Park.

Because the project involves the use of State of Hawai‘i lands, an Environmental Assessment (EA) and Anticipated Finding of No Significant Impacts (AFONSI) has been prepared for the project in accordance with Hawai‘i Revised Statutes (HRS) Chapter 343 and Chapter 11-200.1 Hawai‘i Administrative Rules. The EA also meets the requirements of the National Environmental Policy Act.

The Pacific Island Ecosystems Research Center (PIERC) is focused on providing information to managers seeking to protect imperiled species, address invasive species, and adapt to changing climates and landscapes in Hawai‘i and U.S. affiliated Pacific Islands. The Hawaiian Volcano Observatory (HVO) monitors earthquakes and the active volcanoes in Hawaii, assesses their hazards, issues warnings, and advances scientific understanding to reduce the impacts of volcanic eruptions. Communicating the results of our work to the public, emergency managers, and the scientific community is an important aspect of the HVO mission.
