Foreign Driver's License Transfer
Driver license reciprocity agreements were established between Hawaii and Japan, Korea and Taiwan with certain conditions. Applicants who qualify for reciprocity privileges are not required to take the driver’s license written and road test. However, an expired foreign driver’s license is not transferable and requires a written and road tests.
The application process is the same as for an out-of-state driver’s license transfer. Applicants are also required to submit a verification letter, which must be notarized, translated and sealed by their respective consulates, a valid foreign license, and the required REAL ID documents.

An applicant is required to surrender his or her foreign driver’s license. It will be invalidated and returned to the applicant. A temporary type-3 license will be issued; documents will be verified; and a permanent plastic card will be mailed in six-to-eight weeks.
