What happened in the data storage crash occurrence?

The City and County of Honolulu contracted services from an Indiana-based company Marquis ID Systems (MIDS) to store scanned data associated with Hawai‘i driver licenses and state identification cards. 

In February 2018, MIDS informed the city that, due to a disk crash in September 2017 involving its system located on O‘ahu, some of the scanned data provided by individuals applying for the Hawai‘i driver license or state ID cannot be retrieved.

Who is MIDS?

Marquis ID Systems is the vendor contracted by the City and County of Honolulu to manage the Hawai‘i driver license and state ID issuance system.


How many people were affected by the crash?

While MIDS was able to recover the majority of the data on the damaged disk drives, we believe approximately 44,000 individuals statewide who applied for a Hawai‘i driver license or state ID card between February 25, 2017, and September 15, 2017, were affected.

 
How will I know if I am one of the affected individuals?

MIDS notified all affected individuals by mail via a letter dated July 12, 2018.


Is my personal identity information at risk?

No. MIDS has assured the city that there is no security or data breach. The information that is irretrievable remains encrypted and has been in MIDS’s possession at all times.


Is my Hawai‘i driver license or state ID still valid?

Yes. Please be assured that your Hawai‘i driver license or state ID remains valid. There is no reason to return immediately to one of the Satellite City Hall locations or Driver Licensing Centers for this specific issue.


What does it mean if I am one of the affected individuals?

If you received a notification letter from MIDS, you may need to bring in your documents to satisfy the requirements for a federal compliant REAL ID card when you go to obtain or renew your Hawai‘i driver license or state ID, or seek the new “Gold Star” marking on your card.


What is the city or MIDS doing to offer assistance to affected individuals?

If you have been affected, your record has been flagged in the city’s system, and your next transaction fee will be waived when you come in and provide your documents again. As an expression of the vendor’s commitment to make things right, MIDS has agreed to reimburse the city for these fees. To receive this waiver benefit, please return for your next transaction before December 31, 2019.


What is the REAL ID driver license and state ID and why are they important?

A REAL ID-compliant card is an accepted form of identification for domestic air travel and accessing federal facilities. The City and County of Honolulu offers REAL-ID federal compliant driver licenses and state ID cards marked with a gold star.

When and why did REAL ID-complaint driver licenses and identity documents become required?

On May 1, 2014, residents applying for a driver’s permit or license were required to provide two proofs of principal residence, in addition to legal presence, identity, and social security documents. These requirements ensured that Hawaiʻi is compliant with federal standards for REAL ID, which were enacted by the federal government for national security purposes.

On January 16, 2018, the City and County of Honolulu began offering the REAL ID compliant “gold star” driver licenses and state identification cards, ahead of the October 1, 2020, federal compliance deadline.


What documents will I be required to bring?

Among the documents required for a Hawai‘i driver license and state ID are:

  • Original birth certificate
  • Original Social-Security Card
  • Two proofs of principal residence such as a bank statement, water bill, etc.
  • Additional documents may be needed; for example, a marriage certificate for a name change.
